LEVA-EU to Host Key Compliance Briefing on Battery Regulation at Eurobike

LEVA-EU, the European trade association representing the entire light electric vehicle (LEV) industry, will convene an essential info-meeting at Eurobike on 26 June 2025. The session will address two imminent regulatory challenges with profound implications for LEV manufacturers, assemblers, and distributors operating in the European Union.

Upcoming LEV Battery Regulations Require Industry Attention

The EU’s Battery Regulation, in effect since 18 February 2024, now applies to all batteries used in light electric vehicles (LEVs), including e-bikes, electric cargo bikes, speed pedelecs, and similar vehicles. In addition, the revised EN 15194 standard — incorporating new battery safety requirements from EN 50604 — will become fully applicable on 23 August 2025. Together, these regulations introduce important updates in technical specifications, documentation, and traceability, requiring careful preparation from manufacturers and suppliers.

Non-adherence risks severe operational and financial consequences, including:

– Market withdrawal of non-compliant products;
– Substantial regulatory fines;
– Supply chain disruptions;
– Loss of EU market access.

LEVA-EU has observed numerous companies, irrespective of size, underestimating these complex requirements. Addressing compliance after the deadlines may lead to significant commercial challenges.

The info-meeting will be structured in two critical segments:

Part 1: EU Battery Regulation & EN 50604 Compliance

Attendees will receive authoritative analysis of legal obligations and technical specifications, including:
Detailed breakdown of design, testing, labelling, and sustainability requirements;
Timelines and obligations for manufacturers, importers, and assemblers;
Strategies to mitigate risks of misinterpretation or non-conformity.

Part 2: Industry-Wide Implications of ZIV’s Lobbying Efforts

LEVA-EU will share important updates on proposals from the German Bicycle Industry Association (ZIV), which is pushing to narrow the definition of Electrically Power Assisted Cycles (EPACs). This change could force innovative LEVs—such as electric cargo bikes and vehicles adapted for people with disabilities—into the more complex type-approval process. Such a shift risks limiting market access and slowing innovation. This part of the Info-Meeting highlights why a strong, united industry voice is essential to protect fair and inclusive rules.

A Call for Industry Vigilance

These new regulations are more than just paperwork—they could significantly impact how LEV products are designed, made, and sold. At the same time, ongoing policy discussions risk overlooking newer types of LEVs. This briefing offers an important chance for industry stakeholders to strengthen their understanding of the rules and join forces in shaping fair, effective policies – Annick Roetynck, Managing Director of LEVA-EU
